My bamboo is all brown from winter, will it come back?

Almost certainly yes. It is partially dependent on the species. In middle Tennessee, black bamboo sometimes dies all the way to the ground, but others like Spectabilis, Bissetii and Yellow Groove are hardy to -10. If you are in middle Tennessee you will start seeing tiny leaf buds forming at the base of the old leaves in mid March on those.
